Visualising climate change vulnerability at the island, Funafuti locality and social group level

DASHBOARDS. This page provides data analysis and visualisation dashboards for the Tuvalu Integrated Vulnerability Assessment. The Dashboards can be accessed by the National Advisory Council on Climate Change (NACCC) and partners . They will help the NACCC to build an understanding of vulnerabilities and adaptation context on all islands of Tuvalu, as well as inform sectoral and national adaptation planning processes.

THE IVA SURVEY. Integrated Vulnerability Assessment data is a powerful tool in understanding vulnerabilities at a the level of social group, island, Funafuti locality and national level. The use of vulnerability data should be a key part of climate change vulnerability assessment to accurately inform adaptation planning, and decision making.


BACKGROUND TO THE IVA SURVEY AND DATA

The Tuvalu Integrated Vulnerability Assessment Survey has been administered by the Tuvalu Department of Climate Change with the support of the other key NACCC agencies and development partners. The survey has been undertaken on outer islands in 2018 and in Funafuti in 2020. The survey is undertaken with gender and youth separated focus groups which have a multi-stage issue identification, description and prioritisation approach as per the 5 steps below. The survey is undertaken on tablet-based software, Fulcrum, and uploaded into the TIVA Database and visualised through these dashboards.

The IVA data collection instrument

The IVA relies on a detailed set of pre-defined vulnerability ‘issues’ (approximately 650) that form a checklist of possible climate change vulnerability issues present in an island or community. These ‘issues’ have been initially developed through intensive national engagement with the Tuvalu National Advisory Council on Climate Change. These issues provide a focus for deliberations in focus groups and form the basis of the steps listed above.

IVA sub-sectors, issues and issue codes

Each ‘issue’ in the IVA issues checklist has a code associated with it which corresponds to the sub-sector it is in within the IVA Framework (see below). The first capital letter corresponds to the sector, the second lower case letter to the asset, and the number to the order in the issues checklist within that sub-sector. For example: (Wi.4) is issue #4 in the ‘water security’ + ‘infrastructure & services’ sub-sector.

OVERVIEW FOR USERS

The key feature of the dashboards is a set of filters that enable users to select IVA survey data for a location or a group.  All dashboard reports have the visualisations for the total (un-filtered) data set when you land on the page. Each dashboard is different, but all have the similar or the same filtering functions. The diagram below shows the different components of a dashboard page:

D: Visualisation: This is where the data is presented based on the selected filters.

Dashboard #1: Top 5 vulnerability issues

This dashboard shows data on the top 5 issues (stage #5 of the IVA) in a location and/or group in the national context with key sub-sector sector, group, ranking, and location information.
This dashboard aims to answer the question: What are the top vulnerability issues for a selected location/group and how common is this nationally?

​Definitions and guidance
ISSUE RANK: This is rank given by IVA participants, 1 to 5 (1 = most important – 5 = 5th most important).
SUB-SECTOR: the sector and asset combination that this vulnerability issue falls into.
% REPORTED: The percentage of all groups nation-wide who report this issue (Step #1 of IVA).
Nationally there are 14 locations (outer islands and Funafuti localities) each with 3 x groups (male, female youth) each and 2 locations with a 1 mixed group. This equals 38 groups each with 5 issues each = 190 issues.

Dashboard #2 Sector and sub-sector comparison of top #5 issues

This dashboard shows the top 5 issues by sub-sector and highlights the selected location/group.  The aim of this dashboard is to show a selected location/group’s top #5 priorities compare to national top priorities at a sectoral level.

​This dashboard aims to answer the questions: How does a selected location/group’s top issues compare to the national picture at a sector and sub-sector level?

​Definitions and guidance:
Bars in these charts show the percentage of top 5 issues that fall into each sub-sector. For example if there are 30 groups that list any one of the issues in the ‘water security’ and ‘infrastructure & services’.

The red highlights show the results for the selection (location/group).

Dashboards #3 IVA Vulnerability Scores

This dashboard shows selected location/group’s total IVA vulnerability score as well as sector and sub-sector scores. These can be compared to the national results or another selection. For example, users can compare the IVA scores for all women’s groups compared to total, or compared to men.

This dashboard aims to answer the questions: How does a selected location/group’s vulnerability scores compare across sectors & subsectors? How does this compare to other locations/groups’, e.g. national total?

Definitions and guidance:
The IVA scoring system is based on a five point scoring system going from 1 as more vulnerable (very bad) and 5 less vulnerable (very good).
Scores below the IVA threshold (default threshold of 3) are indicated in Red. The darker the red the greater the vulnerability. Scores above the threshold are marked in Blue. The darker the blue the lower the vulnerability.

Dashboard #4 Priority sector vulnerability issues

This dashboard shows individual sectoral priorities and compares the selection to the total.

This dashboard aims to answer the questions: What are the overall sub-sector priority issues and how do they compare to most prevalent national issues?



​Definitions and guidance:
This dashboard shows all sector priority issues initially, so filter by sector to show only the sector results.
*See IVA Framework (above) for key to ID numbers. First letter of the issue code shows the sector the issue is in, the second shows the asset. The number shows its place sub-sector checklist. E.g. (Wf.3) stands for ‘water security’ and ‘finance’, issue #3.
